The idea here is that as long as this world remains a digital one, knowing how to (technically) navigate the bounds of computing ability would be a good idea, for your own computers, your parents', or your friends'. Knowing the lay of the virtual land could be important to doing what you need to be able to do, as well as keeping you out of legal trouble. I'm of the mind that knowing how to do everything you can reasonably do with the technology, and knowing generally where the legal boundaries are is better than just accidentally blundering into how to do something and what kind of legal complications there can be.
I am not a lawyer, though, so all legal advice I/other authors give is not reliable, just personal experience and interpretation.
